序
值此苏州工业园区开发建设十五周年之际，由政协苏州市委员会、苏州工业园区管委会联合编辑、荟萃诗文书画名家之作而成的《圆融乐章》，即将出版，可喜可贺。
苏州工业园区是中国、新加坡两国政府间的重要经济技术合作项目，是党中央、国务院继设立经济特区、兴办经济开发区、实施浦东开发开放之后的又一重大战略举措。在中新两国领导人的亲切关怀和合作双方的共同努力下，苏州工业园区不仅在开发建设方面取得了举世瞩目的成就，而且在结合中国国情、借鉴新加坡经济发展和公共管理经验方面取得丰硕成果，成为中新两国友好合作的成功典范，为全国的对外开放发挥了辐射和带动作用。
苏州工业园区在十五年开放兼容、多元互动的成长过程中，不但取得了高速、高质、高效的发展成就，也逐步积累起了“借鉴、创新、圆融、共赢”的园区经验。它以博大的胸怀，接纳四海宾朋，使传统与现代、科学与人文、经济全球化与文化多元化在这里渊源共生，因而吸引了全世界的目光，成为老苏州向往、新苏州聚集、洋苏州同乐的人间新天堂。难怪苏州人喜欢用两句话浓缩改革开放以来的家乡形象：“她用古典园林的精巧，布局出现代经济的版图；她用双面刺绣的绝活，实现了东西方的对接。”
当前，苏州工业园区已进入“实践科学发展、塑造国际品牌”的新阶段。祝愿苏州工业园区早日建成具有国际竞争力的高科技工业园区和现代化、国际化、信息化的创新型、生态型新城区，文化事业与开发事业比翼齐飞，推动中新合作向更广领域、更高层次发展，为改革开放事业作出新的贡献，探索新的经验。

Preface
Jointly compiled by Suzhou Political Consultative Committee and Suzhou Industrial Park Administrative Committee, A Florid Movement of Harmony will soon come out. It is a fine collection of proses, paintings and calligraphy works by celebrated artists, in celebration of the 15th anniversary of the founding of the China-Singapore Suzhou Industrial Park.
The Suzhou Industrial Park (SIP) is an important economic-technological cooperative project between the Chinese and Singaporean governments, and a far-reaching strategic open-up move following the establishment of the Special Economic Zone of Shenzhen and of economic development zones, and Pudong’s Opening-up. With governmental supports and efforts of the both parties, the SIP has not only made remarkable achievements in infrastructure, but reaped bumper harvests in integrating Singapore’s experience in economic development and public administration into its fundamental realities, thus becoming the epitome of the friendly cooperation between China and Singapore and functioning as a pioneering and stimulating model.
Over the past 15 years of opening-up, integration, and interactive growth, the SIP has experienced rapid, high-quality and highly-efficient progress, and accumulated the experience of “Experience absorption, Innovation, Harmony and Mutual Benefits”. With breadth and hospitality, Suzhou combines traditons and modernism, science and humanity, economic globalization and cultural diversity, thus becoming a refreshingly attractive paradise for its original dwellers, new citizens and foreign sojourners. No wonder that Suzhou citizens tend to depict Suzhou’s new image with a highly condensed phrase, “Carving out a modern economic territory with exquisiteness in Garden landscaping, and linking the east and the west with adroitness as shown in the two-sided embroidery.”
The SIP has entered a new phase of “pursuing rational development and molding its international statue.”I wish that it will soon become an internationally competitive high-tech industrial park, and a modernized innovative international community that is network-based and eco-friendly, and that its cultural undertakings flourish as well. I also wish that it will push the cooperation between China and Singapore toward a broader domain and a higher caliber, and contribute and explore more for China's reform and opening-up.
