北京，是全中国的政治、文化、国际交往中心，更是全世界瞩目的历史文化名城。
3000余年的建城史，850年的建都史，记录着北京的历史文化发展脉络。从琉璃河商周古城到辽代陪都，从金中都、元大都到明、清帝都，历史的每一次跨越，都在这座东方古城留下了弥足珍贵的印迹。源远流长的灿烂文化，世代沿袭的古老传统，千百年连绵不断的缔造经营，形成了北京城无比丰厚的历史积淀和无比璀璨的文化特色。
新中国成立以后，党和国家实施文物保护政策，在大规模进行现代化城市建设的同时，重视保护北京的历史文化遗产。尤其是近年来北京市委、市政府实施的一系列关于北京历史文化名城的改造、修缮、恢复工程，既有效地保持了古代都城的历史风貌，又不断地营造出新的现代化城市景观。古都风韵与现代文明相互交错，交相辉映，使当代的北京呈现出更加迷人的风采。
北京历来是艺术家云集之地，描绘北京风貌的艺术大师，代不乏人。建国以来，以北京风光名胜为题材的艺术佳作也曾不断涌现。但从整体来看，对首都北京的名胜古迹、自然风光、建设新貌还未曾有过系统、全面而深入的艺术表现。2008年奥运会申办成功以来，北京成为全世界关注的焦点，也极大地激发了美术家们描绘、表现、歌颂北京的创作热情。基于“人文奥运”的理念，北京画院适时策划了“北京风韵”大型系列创作活动方案，将北京的人文古迹与现代风韵概括为6大主题，以艺术家们各自不同的艺术形式和风格，体现对北京风貌的深刻理解和精美表现，并作为新世纪北京美术界高水准的大型系列专题展览隆重推出。在2008年北京奥运会举办之前的6年时间内，每年围绕一个主题，连续举办6次展览，出版6本画集。
这项系列性的美术创作、展览与出版工程，将为丰富首都人民的精神文化生活，弘扬中华民族的传统文化，推动北京美术事业的繁荣与发展起到积极的作用。

Beijing, a political, cultural and international intercourse center of China, is also a well-known historical city.
Beijing is no only a 3,000 years old city but also a 850 years old capital. All the changes in the history, from the old city on the bank of Liuli river in the Shang and Zhou dynasties to the accompanying capital in the Liao dynasty, from Zhongdu (the Central Capital) of the Jin dynasty and Dadu (the Great Capital) of the Yuan dynasty to the imperial capitals of the Ming and Qing dynasties, have left valuable imprints on this old oriental city. Brilliant culture, old tradition and continuous construction for hundreds and thousands of years, all of this contribute much to Beijing’s profound historic deposits and its splendid cultural features.
Since the founding of the People’s Republic of China was officially proclaimed on October 1,1949, the country and the Party has laid great emphasis on protection of historic and cultural relics in Beijing city. As the large-scaled modern city construction proceeds, protection policy of cultural relics is also carried out. In recent years a series of reconstructive, reparative and renewal projects have been carried out, which effectively make Beijing not only retain the historic look of the ancient city, but also take on a new look of a modern city. The interplay of charms of the ancient capital and modern civilization makes the present Beijing city even more charming than it used to be.
Beijing has always been a place thronged with artists. Paimters of different generations all like to paint the city Beijing. Since the founding of the People’s Republic of China, a great number of masterpieces with the themes of Beijing’s spectacular scenery and famous interests have been created. But on the whole, a systematic and overall artistic representation of Beijing’s well-known interests and relics, its scenery and its new look is still lacking.
Since the new century, with China’s successful access to the World Trade Organization and Beijing’s successful bid for the 2008 Olympic Games, Beijing has become the focus of the world’s attention. It greatly inspires the artists’creative enthusiasm to paint, represent and extol Beijing. Basing on the idealism of “Humanistic Olympics” and the need to show Beijing in an overall and systematic way, Beijing Art Academy elaborately plans a timely series of creative activities named“Charms of Beijing”, in which Beijing’s humanistic relics and its modern charms are summarized in six themes, and will be painted by famous contemporary painters invited. On the basis of the subjects worked out by the organizing committee, all of the artists will display their profound understanding of Beijing’s look through their individual artistic ways and styles.
Their works will be shown to the audience both at home and abroad as a part of a series of large-scaled and high quality subject exhibitions contributed by the Beijing’s circles of fine arts in the new century. In each year of the six years before the 2008 Beijing Olympic Games, an exhibition focusing on one subject will be organized and an album of paintings will be published, which will display, from different perspectives, Beijing’s profound culture as an ancient capital and its fascinating charms as an international modern city.
The whole project including artistic creation, exhibitions and publication will play an active role in enriching the spiritual life of Beijing citizens, promoting the national culture and propelling the prosperity of Beijing’s fine arts causes. The series of exhibitions of “Charms of Beijing”is also a significant part of “Humanistic Olympics”, and will add luster to the “New Beijing”and the“Great Olympics”.
