淮安，江淮大地上的一颗璀璨明珠，是一代伟人、新中国开国总理周恩来的故乡，拥有国家历史文化名城、国家卫生城市、国家园林城市、国家环保模范城市、中国淮扬菜之乡、中国运河之都、中国优秀旅游城市、全国双拥模范城市、江苏省文明城市等众多桂冠。现辖涟水、盱眙、洪泽、金湖四县和清河、清浦、淮阴、淮安四区，总面积1.01万平方公里，总人口540万。
她是一座独具魅力的历史古城。早在史前时期，古淮人就在这片土地上繁衍生息，创造了灿烂的下草湾文化和青莲岗文化。秦时置县，至今已有2200多年的建制史，明清鼎盛时期与扬州、苏州、杭州并称为京杭大运河沿线的“四大都市”。她是一座底蕴深厚的文化名城。历史上诞生过千古名将韩信、小说大家吴承恩、汉赋大家枚乘、枚皋、巾帼英雄梁红玉、民族英雄关天培等众多名人，产生了中国四大名著之一《西游记》、中医四大经典之一《温病条辨》、晚清四大谴责小说之一《老残游记》等众多杰作。全国四大传统名菜之一淮扬菜发源于此，现存淮扬名菜名点1300余种，新中国开国宴会选用的就是淮扬菜。她是一座秀丽宜居的生态水城。水是这座城市的灵魂，千里淮河从这里奔涌出海，京杭大运河、里运河、古淮河、盐河、淮沭新河等五河穿城，洪泽湖及高邮湖、白马湖、宝应湖等四湖镶嵌，境内水域面积占整个市域面积的四分之一，被誉为“漂浮在水面上的城市”。她是一座快速崛起的工业新城。重点培育的特钢、IT、盐化工新材料、食品和节能环保五大千亿元主导产业初具规模，新医药、新材料、新能源、软件和服务外包四大新兴产业加快发展，台资集聚高地加速隆起，初步形成了具有淮安特色的工业体系。
改革开放以来特别是“十一五”以来，勤劳睿智的淮安人民用智慧汗水挥洒着激情，在这片诞生过神话小说《西游记》的神奇土地上谱写了现代版的发展“神话”。经济快速发展，主要经济指标增幅连续多年位居江苏省前列，对外开放纵深推进，城市面貌日新月异，群众生活水平显著提升，各项社会事业全面进步，社会保持安定和谐，一个充满勃勃生机、蕴藏无限潜力的淮安正呈现在世人面前。在“十二五”发展的新时期，淮安上下将全面贯彻江苏省委省政府落实“六个注重”、实施“八项工程”、推进“两个率先”的决策部署，积极抢抓支持淮安加快苏北重要中心城市建设的重大机遇，围绕“经济发展水平和人民幸福指数同步提升”和“总量翻一番、财政超千亿、建成生态市、全面达小康”的“1+4”奋斗目标，开拓进取，扎实工作，努力把周恩来总理家乡建设成为受人尊敬、令人向往的富庶美丽幸福之地。
为了让社会各界人士更好地了解淮安、认识淮安、走进淮安，中国淮扬菜集团精心编印了这套画册。画册从南船北马、群星辉耀、美食流韵、梨园俪影、淮水旖旎、都市盛景等方面生动反映了淮安这座城市历史文化与现代文明交相辉映的独特魅力，画面精美，内容丰富，集艺术性与可读性于一体，是展示淮安的一扇窗口。我相信此画册一定会在读者心中留下深刻而美好的印象。是为序。

Huai’an is a bright pearl of the Jianghuai land, and it is also the hometown of a great man of the time-Zhou Enlai, the state-founding premier of new China. The city Huai’an was honored with the title of “State-listed Historical and Cultural City”, “National Sanitary City”, “National Garden City”, “National Environmental Protection Model City”, “Hometown of Chinese Huaiyang cuisine”, “The City of Canal in China”, “Outstanding Tourist City of China”, “National Shuangyong Model City” and “Cultural Advanced County of Jiangsu”, etc. It currently has jurisdiction over four counties including Lianshui, Xuyu, Hongze and Jinhu, as well as four districts including Qinghe, Qingpu, Huanyin and Huai’an. It has a total area of 10100 square kilometers and a total population of 5.4 million.
She is a distinctive charming city steeped in history. The ancient Huai people have lived and multiplied on this land as early as prehistoric period, and they had created splendid Xiacaowan Culture and Qingliangang Culture. The county was founded in Qin dynasty, and it has a systematic history of more than 2200 years to this day. At its peak in Ming and Qing dynasty, it was named as “Four Metropolis” together with Yangzhou, Suzhou and Hangzhou. She is a noted historic city with a solid foundation. This city has been the home of many famous people in history like eternally great general Hanxin, great novelist Wuchengen, famous writer of rhyme prose of the Han Dynasty Meichen, Meigao, heroine Lianghongyu and national hero Guan Tianpei; and it also produced many masterpieces like “Pilgrimage to the West”-one of four famous novels in China, “Wen Bing Tiao Bian”-one of four classic works in Chinese medicine and “The Travels of Lao Can” one of four critical novel is late Qing dynasty. Huaiyang Cuisine, one of four traditional famous cuisines in China is also originated in this place. At present, there are still more than 1300 kinds of famous Huaiyang cuisine, and the Huaiyang cuisine was even chosen for the state founding banquet of new China. She is an ecological water city with beautiful scenery and livable environment. Water is the soul of this city. The Huai river, with thousands miles of length, rushes out of this city into the sea; five rivers including the Grand Canal of China, the Liyun River, the ancient Yellow River, the Salt River and the Huaishu River pass through this city; four lakes including the Hongze Lake, the Kaoyu Lake, the Baima Lake and the Baoying lake are embedded in this city; with water area covers one fourth of the entire city area, Huai’an has been labeled as “a city floating on water surface”. It is a rapidly emerging new industrial city. Five key hundred-billion-Yuan leading industries including special steel, IT, new materials of salt chemical engineering, food and energy saving & environment protection have fundamentally taken shaped; four new industries including new medicine, new material, new energy, software and service outsourcing develop more and more rapidly; and the high land accumulated with Taiwan investment accelerates its expansion; with all these industries above, an industrial system with Huai’an characteristics has been formed initially.
Since the reform and opening-up, especially since the “11th Five-Year Plan”, the industrious and intelligent Huai’an people use their sweat of wisdom to spread their passion, and they composed a contemporary myth of development on this magic land which gave birth to the mythical novel “Pilgrimage to the West”. With the economy developed rapidly, the increase of major economic indicators ranked the among the highest of Jiangsu province for many years, the execution of opening up deepened and advanced, city appearance changed fast, the living standard of Huai’an people improved remarkably, various social undertakings made all-round progress, the society maintained stability and harmony, Huai’an, a city filled with vitality and unlimited potential are presented to the outside world. In the new development period of the “12th Five-Year Plan”, the whole Huai’an will comprehensively implement the decision and deployment of Jiangsu provincial party committee and provincial government, which is to carry out “Six Emphasis”, implement “Eight Project” and promote “Two Lead”; actively seize the opportunity of supporting Huai’an to speed up the establishment of important central cities in Northern Jiangsu; center on the “One and Four” struggle objectives including “improving development level of economy and happiness index of people synchronously”, “doubling the total amount, improving the finance to above hundred billon, establishing an ecological city and reaching a well-off level comprehensively”; the Huai’an people will pioneer and keep forging ahead, work in a down-to-earth manner, and make every effort to build up the hometown of premier Zhou Enlai into a respected, desirable, rich, beautiful and happy land.
To make the people of all circles have a better understanding of Huai’an, get to know Huai’an and step into Huai’an, the Chinese Huaiyang Cuisine Group elaborately complied and printed this album. From boats of the south and horses of the north, glitter of stars, flowing charm of delicacies, photograph of a couple in theatre, natural beauty of Huai River and the grand view of metropolis, the album vividly reflected the special charm of Huai’an with historical culture and modern civilization enhancing each other’s beauty. The picture of the album is exquisite, and the content thereof is rich; the album perfectly combined artistic quality and readability, and it is a window displaying Huai’an.
